5. Communities, governments, other institutions merge due to ongoing budget declines

By 2025, the move to consolidate the administration of public services is well underway. Government agencies have merged, forming large, administratively-efficient organizations that provide a number of different types of services. Public libraries follow this trend and share funding garnered from diverse sources to provide additional services organization-wide.

  6. Libraries may not be headed by library staff; could be under other public agency
